Investment project for oil refinery processing 400,000 tons of crude oil per year will be built on an 11 hectare plot in Saratov region.
The “Linas” groundbreaking fractioning technology that will be used has been developed by JSC Linas-Techno scientists from Novosibirsk. The technology has been used at refineries in Siberia but not in the European.
We plan to build a refinery with an annual capacity of 400,000 tons/year in Saratov region using unique and unparalleled technology of crude oil processing (Lynas technology), developed by NPP Linas-Techno scientists from Novosibirsk. The technology allows catalytic reforming and water removal using imported equipment. The technology allows application of Siemens management systems, which ensures reliability and safety.
This technology for refining petroleum is officially patented and tested at Lynas fractioning facilities, which were examined for Industrial Security. The technology has been approved by Rosstechnadzor (RTN) and has been successfully implemented at small and medium-sized refineries in several regions of Russia.
The main difference between the Lynas technology and other technologies for oil processing is the use of refinery columns which allow production of high-quality petroleum products at a lower price, ensuring high profitability.
At the moment there are no refineries using Lynas technology in the European part of Russia. However, this technology has been used by several refineries in the Siberian Federal District.
The initiator of this project is Rosinter company, registered at the location of the Saratov refinery. The construction of the above refining capacity will take place in the industrial zone Pos. Tatischevo in Saratov region on an 11-hectare plot which used to house a plant for reinforced concrete (30 km from Saratov or a 35 min car trip from the city).
The industrial area has several advantages and can easily accommodate a refinery as it has:
1.A separate railway linking the platform to Tatischevo station on the Volga railway;
2.An asphalted road connecting the area with federal highway Saratov-Tambov- Moscow;
3.A pond for firefighting and other facilities.
The industrial plot of 11 hectares for the construction of the oil refinery is private property. The plot has all necessary utilities, communication and energy lines. The agreement with the technical project designer and the supplier of the main equipment envisages project implemented on a turnkey basis.
The project is approved by the Government of the Saratov region (with letter № 02-1158 from 10.06.2009 by the Ministry of Investment Policy). The Government of Saratov region held a technical meeting on 17.07.2009 which was attended by specialists from the region's largest oil producer OAO Saratovoilgaz. The experts discussed the construction of the LLC Rosinter refinery and the oil supply options to meet the needs of the future plant. The volume of crude oil supply is sufficient for the full-scale utilisation of the capacity.
The required amount of investment in the refinery construction is 3.7 billion rubles (according to the business plan). The refinery construction period is 14 months and the investment payback period is 5 years.
